La France cofinance un projet dans le domaine de la formation au Vanuatu

La cérémonie a eu lieu en présence du Président de l’Université Nationale de Vanuatu, M. Jean-Pierre Nirua, du conseiller de coopération et d’action culturelle de l’Ambassade de France au Vanuatu, M. Guillaume Josso, du délégué de la Nouvelle-Calédonie, M. Gaston Wadrawane, de la Directrice de l’Ecole Supérieure du Professorat et de l’Education (ESPE), Mme Joy Botleng, du Principal de l’Institut de Technologie du Vanuatu (ITV), M. Wade Evans et de la Chargée de Programme Volontariat Océanien pour France Volontaires, Mme Lucie Vigier.

L’accessibilité à la formation universitaire et l’enrichissement du niveau de qualification des jeunes vanuatais représentent un enjeu majeur pour le développement du pays. La création de l’UNV répond aux objectifs de créer une formation locale, de reconnaitre le plurilinguisme du Vanuatu, de lutter contre les barrières financières et géographiques pour optimiser l’accès aux études supérieures au plus grand nombre et de renforcer l’intégration du Vanuatu dans son espace régional.

Pour contribuer à l’atteinte de ces objectifs, deux volontaires de France Volontaires seront déployés sur le terrain

Les partenaires s’unissent pour la mise en œuvre d’un projet d’appui aux institutions de formations techniques dans la perspective de leur intégration à l’UNV. Le projet permettra de contribuer au renforcement des capacités des formateurs, développer du nouveau matériel pédagogique et proposer les formations installation et maintenance électrique et soins et éducation de la petite enfance en anglais et en français. Le projet vise à accroitre le niveau de qualification des instituts et à répondre aux enjeux de bilinguisme prévu par la Constitution de l’UNV. Pour contribuer à l’atteinte de ces objectifs, deux volontaires de France Volontaires seront déployés sur le terrain.

Le projet répond aux objectifs prioritaires du Plan du Peuple 2016-2030, qui exprime la vision nationale et indique le cadre d’action des priorités du Vanuatu. Il s’inscrit ainsi pleinement dans les priorités du Vanuatu par l’appui à l’offre de formations techniques bilingues de qualité ayant un fort potentiel d’emploi.

La première phase du projet, d’une durée de douze mois, bénéficie d’un co-financement du Fonds Pacifique. Le Fonds Pacifique est le principal instrument de coopération régionale de la France dans le Pacifique. En effet, la formation de techniciens qualifiés bilingues dans les secteurs techniques représente un élément essentiel au développement de coopérations futures entre la Nouvelle-Calédonie et le Vanuatu. Il s’agit du premier financement accordé à l’UNV et France Volontaires via cet appel à projets.

France Volontaires, plateforme française des volontariats internationaux d’échange et de solidarité, présente au Vanuatu depuis 2012, est partenaire de ce projet par le déploiement de deux volontaires qui seront en appui aux filières électriques et de soins et éducation de la petite enfance des instituts de formations.

Une seconde convention a été signée entre France Volontaires et l’UNV pour répondre au besoin de développer les outils numériques de l’UNV tels que la plateforme d’e-learning.

Le déploiement des volontaires sera réalisé en fonction des conditions sanitaires et administratives du Vanuatu et en accord avec le ministère de l’Europe et des Affaires Étrangères.

The access to higher education and the enrichment of young ni-Vanuatus’ qualification level represent a major challenge for the development of the country. The creation of UNV fulfils the objectives of establishing a local training offer, recognising the multilingualism of Vanuatu, fighting against financial and geographic barriers to optimise access to higher education for the greatest number of people and strengthening Vanuatu’s integration into its regional space.

To reach these objectives, two volunteers from France Volontaires will be placed onsite

Partners are uniting for implementing the project of supporting vocational training institutes with the purpose of their integration to UNV. The project will contribute to reinforcing the trainers’ abilities, developing new training material and offering the Electrical installation and maintenance and Early childhood care and education training programs in English and French. The project aims at increasing the qualification level of the institutes and addresses the bilingualism-related objectives outlined by the Constitution of UNV. To reach these objectives, two volunteers from France Volontaires will be placed onsite.

The project addresses the main objectives of the People’s Plan 2016-2030 that expresses the national vision and a framework of action of Vanuatu’s priorities. Therefore, it fully responds to the country’s priorities by supporting a quality bilingual vocational training offer with a high potential of employment.

The primary phase of the project will last for twelve months and received a co-funding from the Pacific Funds. The Pacific Funds is France’s main instrument of regional cooperation in the Pacific. Indeed, the training of qualified bilingual technicians in technical sectors represents a key element for the development of future co-operation between New Caledonia and Vanuatu. It constitutes the first funding granted to NUV and France Volontaires through this call for projects.

France Volontaires, the French platform of international volunteering for exchange and solidarity, is present in Vanuatu since 2012 and partners in this project through the deployment of two volunteers which will be supporting the Electrical installation and maintenance and Early childhood care and education programs offered by the training institutes.

A second convention was signed between France Volontaires and UNV to address the need for developing UNV’s digital tools such as the e-learning platform.

The deployment of volunteers will be organised in accordance with the health and administrative conditions of Vanuatu and the Ministry for Europe and Foreign Affairs.
